Over the past five years we have created over 1500 new homes in communities up and down the West Coast. We pride ourselves on superior customer service, a commitment to integrity and a desire to give back to the places where we work. Considerable time and careful thought goes into every decision we make, from our spacious floor plans to the quality finishes. No detail is too small. We set a high standard for ourselves and our projects, and it shows.

Jim Billingsley

President and CEO

As President and Chief Executive Officer, Jim is responsible for overseeing the strategic vision of Woodbridge Northwest. He is actively involved in all major decisions including identification of new opportunities, finance, marketing and participates in the design and construction of every community.

Jim brings a wealth of experience to Woodbridge NW. He obtained his CA designation with Arthur Anderson and more recently was a Principal of the Strand Group of Companies where he was responsible for identifying and managing real estate development opportunities in the United States and Canada. Over his 10-year tenure, he oversaw the successful development of over 100 residential communities, providing homes for many thousands of families.


Kevin Johnston


As Chief Financial Officer, Kevin is responsible for overseeing project financing, acquisitions, operations, accounting, tax and corporate structure at Woodbridge Northwest. A graduate from the University of Ottawa and a Chartered Accountant, Kevin spent several years with KPMG Vancouver prior to joining the Woodbridge Northwest team.

Kevin is actively involved in his community and enjoys spending time in Whistler.


Jean-Paul Grenier

Vice President US Operations

As Vice President of US Operations, Jean-Paul is responsible for the sourcing, underwriting, and ongoing oversight and management of US-based investments and acquisitions for the organization. He has been involved in the acquisition, finance, development, and/or oversight of over $100MM of real estate. In his spare time Jean-Paul enjoys cycling, travel, and time spent with family.

Kim Cheng
Director of Accounting & Finance

As Director of Accounting and Finance, Kim is responsible for project financing, acquisitions, accounting oversight, corporate structure and tax compliance. Kim graduated with honours from UBC Sauder School of Business and obtained her CA designation while at BDO Vancouver. She then relocated to join BDO New York’s Real Estate and Hospitality Group for several years and has recently returned back to Vancouver.


Tim Harvie


As Controller, Tim is responsible for overseeing the day to day financial accounting activities and ensuring compliant reporting for both accounting and tax for the entire corporate structure. Tim works closely with the VP Finance and CFO.

Tim graduated from the University of Northern BC before moving into public practice at KPMG. Tim received his Chartered Accountancy in 2011. Prior to joining Woodbridge, Tim worked in the real estate industry in an internal audit role.

While away from the office, Tim enjoys a variety of activities including traveling, hiking, and playing hockey.


Jeff Fong
Junior Project Manager

As Junior Project Manager, Jeff is responsible for consultant coordination, oversight of site design and project management in support of underwriting and land entitlement processes in Washington, California and British Columbia.

Jeff holds a Bachelor of Arts (Human Geography) degree from UBC and a Master of Planning degree from Dalhousie University


Kasey Clark

Junior Development Manager

As Junior Development Manager, Kasey provides critical support to the team’s development activities. Her role covers a broad spectrum of responsibilities, including the coordination of consultants and other stakeholders, supporting the underwriting of new opportunities, monitoring market conditions, and spearheading product design. A sign of her breadth of skills, Kasey brings with her a diploma in Architectural and Building Technology from BCIT, as well as a background in banking and interior design.

Patricia Bains
Customer Experience Coordinator

As Customer Experience Coordinator, Patricia is responsible for all aspects of customer care for homeowners living in our developments. She works closely with the Junior Development Manager, to assist her with day to day tasks.  She is a graduate of BCIT and has an extensive background in customer service and interior design and uses her communication and organizational skills to deliver a premium standard of customer service. In her free time, you can find her running the seawall or biking to Third Beach.


Harveen Nijjar

Assistant Controller - US Operations

Harveen joined Woodbridge in 2015 as a Project Accountant and is responsible for all of our residential apartment projects. Harveen is a graduate of UBC and is currently pursuing her CPA designation.


Jin Bae

Senior Accountant

As Project Accountant, Jin is responsible for full cycle accounting. Prior to joining Woodbridge, he worked for multiple general contractors in the construction industry. Jin obtained his Bachelor of Commerce from UBC and went on to earn a CMA designation.


Lulu Arrifin
Construction Accounting Clerk

As the Construction Accounting Clerk, Lulu works closely with the Senior Accountant and helps to ensure the accounts payable process is running smoothly. Lulu holds a bachelor degree in Economics from the Pasundan University Bandung in Indonesia. She also holds a Business Administration Certificate from Camosun College in Victora.


Gazal Salehi
Office Administrator

Gazal joined Woodbridge NW Communities in 2018 as the Office Administrator. She is responsible for reception and general office management. Gazal is a BA graduate and has more than 18 years of experience in administration.


Jason Wen

Project Coordinator

As Project Coordinator, Jason is responsible for supporting construction activities. His duties vary from construction administration, progress reporting, problem-solving with the construction and consultant team. As a graduate from University of British Columbia’s civil engineering program, Jason brings with him a background in general contracting with experiences working in Fort McMurray’s oil sands, and in constructing Port Moody’s K+S Potash shed in Pacific Coast Terminals.

When he's not on a construction site, Jason is likely dragon-boating or outrigger-canoeing in False Creek.
